I can report a happy ending here: I reinstalled CentOS, dumping a lot of
space into /dev/vg_cobbler1/lv_root. I reinstalled cobbler and it's
dependencies, then downloaded the iso for Fedora 17 x86_64, then I
created repositories for "Everything" and "updates" using 'cobbler repo
add' and then 'cobbler reposync'. The 'cobbler reposync' actions
completed successfully. Just for this one distro I quickly filled up 41
Gb under /.
Lessons learned: look more carefully at the partitioning layout of the
cobbler server, and study LVM. I can see myself needing LVM experience
in the future.

Well, after reviewing what James said and what you say, I see from
using 'lvdisplay' that my logical volume named
/dev/vg_cobbler1/lv_root is only 50 GiB and it is mounted on / and is
all used up, and that is where both /var and /opt live, so I am in the
process of using 'lvresize' and 'resize2fs' to extend lv_root.
When I originally installed CentOS 6.2 I simply accepted all the
partitioning defaults, and didn't think to study the cobbler wiki
first to check on any operating system installation requirements. Now
I'm a little wiser.
I'm waiting for 'resize2fs' to finish, then I will try to redo
'cobbler reposync'.
Thanks everyone for catching my errors and for the excellent guidance.

Since you are using LVM, the lvextend and lgextend commands may be of
use.
