I haven't done it myself, and Microsoft being Microsoft, there may be
some weirdness in there, but it is in theory entirely reasonable.

OK I've found a way. One can set up dnsmasq as DHCP proxy, so that existing DHCP server serves addresses and Cobbler server serves PXE.

Although I should set some options at the Windows DHCP server too? Because my VM's just don't boot from Cobbler...
