There is a wiki page on upgrading from 2.1.0 to 2.2.0, most of which should apply to an upgrade to 2.4.0 as well: https://github.com/cobbler/cobbler/wiki/2.2.0 When upgrading from 2.2.x to 2.4.0, there shouldn't be any additional steps required.
