We're running Cobbler 2.6.1-7.1 on a RHEL6 server.
We have set up a mirror for EPEL and a couple of other repos.
I'm finding that the reposync is not reliable and we are ending up with
packages with bad signatures quite often. This is seen with rpm -K. I've
so far been taking a sledgehammer approach and doing rm -rf * inside the
repo_mirro/repo dir then runnnig reposync again.
The last comment on here sounds like it might be the problem:

Please can you provide some sort of status on this issue?
