Here is what I have for my EPEL7 repo:

cobbler repo report --name=epel-7-x86_64
Name                           : epel-7-x86_64

Apt Dist Names (apt only) : []
Arch                           : x86_64
Breed                          : yum

Environment Variables          : {}

Mirror                         :
http://mirror.symnds.com/distributions/fedora-epel/7/x86_64/
Mirror locally                 : True
Owners                         : ['admin']

RPM List                       : []
Yum Options                    : {}

/var/www/cobbler/repo_mirror/epel-7-x86_64 does have a lot of lettered
directories, but that mirrors EPEL 7 itself.

This configuration is working for me.
