Sorry for the long time to answer.

First, make sure yum_post_install_mirror is set to 1 in /etc/cobbler/settings.
It is the attribute default value.

What do you get when you access:
http://<cobbler_server_url>/cblr/svc/op/yum/system/<system_name> ?

<system_name> is the system associated with the RHEL 7 profile, which in turn is associated
with a Cobbler repository.
