New guy,

Version 2.6.11
running on: CentOS release 6.7

Been using Cobbler for about 5 years I guess (previously on f11). But
was using a pretty old version, so I decided it was time to upgrade.

What I'm getting is a missing packages error during install
"everything that is listed in my %packages and @Base" are failing. I
can ignore, the system will build and then I can actually run a "yum
install /missing packages" and everything is installed. So I'm
wondering why the kickstart/cobbler portion is not seeing the files
when yum is.

Could there be a bad repo saved somewhere? I've looked at distros,
repos, profiles and don't see any repos that are wrong, so wondered if
it could be inserted somewhere else when I built the cobbler server
and setup the distro's repo's?

I don't get any errors in the cobbler log that I can see,

Mon Mar 21 21:31:01 2016 - INFO | REMOTE is_kickstart_in_use; user(cobbler)

Mon Mar 21 21:31:01 2016 - DEBUG | get_items; ['profile']

Mon Mar 21 21:31:01 2016 - DEBUG | done with get_items; ['profile']

Mon Mar 21 21:31:01 2016 - INFO | REMOTE read_kickstart_template;
user(cobbler); name(/var/lib/cobbler/kickstarts/membase.ks)

Mon Mar 21 21:31:01 2016 - DEBUG | authorize; ['cobbler',
'read_kickstart_template', '/var/lib/cobbler/kickstarts/membase.ks',
True, True]

Mon Mar 21 21:31:01 2016 - DEBUG | REMOTE cobbler authorization
result: True; user(?)

Mon Mar 21 21:31:01 2016 - INFO | REMOTE version; user(cobbler)

so it's grabbing the right kickstart file and again the explicit
packages that I've listed in the kickstart are coming back with
"Missing Package", but it's not missing it's there.

%packages
libgomp
libidn
libxslt
libevent
net-tools
ntp
net-snmp
screen
vim-common
vim-enhanced
postfix
sysstat
nfs-utils
telnet

examples of the files being in the repo and they were added with the createrepo

[root@boot-CentOS Packages]# ls net-snmp-5*
net-snmp-5.5-49.el6_5.3.x86_64.rpm
[root@boot-CentOS Packages]# ls telnet*
telnet-0.17-48.el6.x86_64.rpm telnet-server-0.17-48.el6.x86_64.rpm
[root@boot-CentOS Packages]# pwd
/var/www/cobbler/repo_mirror/CentOS-66-x86_64-base/Packages

Any idea where I can look?
