He said he saw it on Picture Rock trail (the connector trail between Heil
and Hall Ranch) about 3 miles up the trailhead.  As he described the bird,
he said it has a b/w ladder back with a yellow patch on its head.  When we
looked it up, he was sure it was a 3 toed...as the black backed had a solid
black back (go figure).   Hope this helps.
