I agree with the sentiment, but as I noted in my post, DOW has discontinued
selling Habitat Stamps for those without hunting or fishing licenses.  In
fact  it has not been available for purchase for none license holders since
July 1 of last

  I suspect there were so few purchasing them that the cost of continuing it
was too high.
