Here's DOW's response to my inquiry:

"All hunters age 18-64 must purchase a Habitat Stamp when buying a
hunting or fishing license.  Anyone can contribute to the Habitat
Stamp program by purchasing a stamp, without buying a hunting or
fishing license.  This allows "non-consumptive" users to contribute to
wildlife habitat conservation."

That would explain why I was able to buy a habitat stamp online, by
itself, just a few weeks ago.
