Since my post was confusing I guess, here is exactly the info from the CBC 
Website.  It would help if all the compilers would open their count to 
pre-registration, so people who go on 4+ can sign up for your count and only 
have to pay $20, and not have to pay extra money for each count, that they 
aren't able to pre-register for.

Christmas Bird Count Fee Information
Did You Know? 
The count fee of $5 per field observer per circle funds the Christmas Bird 
Count program including producing the annual CBC summary issue, and maintaining 
the CBC Web site and database. Feeder watchers do not need to pay the fee, and 
all observers 18 and under may count for free. There is a flat rate fee of $20 
for advance registration for 4 or more circles. 

All paying U.S. participants and U.S. CBC participants 18 and under will 
receive a copy ofAmerican Birds: Summary of the CBC,published once per year 
after the conclusion of the CBC season. 

This summary issue contains articles on the many ways that CBC data has shown 
us early winter bird population trends, as well as information about those that 
participate in the CBC. 

You have the opportunity to opt-out of receiving this publication but we hope 
you would like to receive and read this fascinating summary of the world's 
longest running Citizen Science project!
