I received three direct responses and one second hand response. Thank you all for looking and getting back to me.
There seemed to be general agreement that it was a young raptor, but all of the responses were different: young Red-tailed Hawk, juvenile Golden Eagle, juvenile Swainson's Hawk, and juvenile Ferruginous Hawk. I imagine all four people would agree that a better video would have helped!
