Bill and Joe, Since the tarsi are not feathered, it's not a Ferruginous Hawk. Ferruginous, and Rough-legged, have feathering all the way down to the feet. This is an immature Western Red-tailed Hawk. Classic heavily marked belly-band, streaked throat, and short gape (note that on Ferruginous, the gape extends back to the rear end of the eye). Ferruginous would also have much more white in the spread wing. Cheers,
