Red Rocks free-roaming cats are prohibited - but alas so is bird feeding :(
But I thought I remember that there was an exception for the Trading Post. See page 20 here: http://www.denvergov.org/Portals/747/documents/rules/DPR_RulesAndRegulations.pdf I would call Denver Parks as that is who manages RR.
