More than 90% of the lake is in Washington County. However, there is one parking area on the Logan County side (north side of the lake) that birders (including me today) use to access landbirding areas below the dam plus get views of the northern side of the lake. Most of the birds I described were indeed in Logan County, but it's hard to tell where exactly the county line is when you are there.
