Agree with Tony, it looks like the results of an attack on a white pigeon 
by a predator like a Cooper's Hawk or a falcon (I saw something like this a 
few years ago when a Prairie Falcon visited my neighborhood.    All the 
gray pigeons it could have preyed on....but noooo....it had to eat the 
pretty white one.    :(
