This is more than likely a bird that has been released in the area for 
hunting purposes. I see them fairly regularly around where I live in 
Mead. We had a Chukar in our yard for many months a couple years ago. There 
is a hunting company along WCR 38 that regularly releases game birds like 
this Chukar as well as Ring-necked Pheasants. Some lucky ones escape the 
guns and disperse around the area. Some of them are more than likely 
breeding in the wild, so at some point there might be an active "wild" 
population in this area.
