I have used retriving binary data from a 
file and displaying in browser, also you can add text to an image in 
memory using System.Drawing.Bitmap and drawBrush 
methods.
 
But in your case using mouse to draw in browser 
is something difficult to achieve using plain HTML and JavaScript. I suggest use 
FLASH programmer to make this possible or use Java's APPLET. 
 
More over if you are much serious in providing 
high level graphics display then i suggest u take a deep look at VRML 

VRML is known as Virtual Reality Modeling 
Language - the ISO standard to display 3D in the web. but this requires a plugin 
should be installed on client PC.  
 
If you need is simple then i think adding 
text to an image in memory using System.Drawing.Bitmap and drawBrush 
methods, should be answer to your solution.

The requirement for Scribbling application is as follows:
  
User should be able to write on a web page with the help of Mouse. There 
  would be a background image on the page. One would be writing on this & 
  then we will have to save this written work as an image. Kind of MS Paint 
  activity on a web page.
