It enables various features like document management including versioning and integrates with word and other office products and can host document based workflows and other collaboration features. IIS is the just a bare bone web server. You need to build your app and host it in IIS. To answer your question. yes Sharepoint can host custom pages as well and you can pretty much customize all of sharepoint to the look and feel you want using sharepoint designer and hand craft if you want to experiment. Security for sharepoint is primarily over windows auth and i know you can provide your own stores and its not straight forward but doable. Now what is your requirement from a solution perspective rather than from a product perspective?
