I agree Holly.  I took my cockapoo to puppy kindergarten and that was one of the first things they taught us.  If your dog ever growls at you or shows his teeth you should do exactly as you did with with getting them in a down position in a dominant way.  They need to know that YOU are in charge.  Once they understand that they aren't in charge, you can work on the drop command with them.  I think its just consistency and repetition.  I've been using the "clicker" 'for training and its wonderful.  Seems to make everything I'm trying to teach her happen so much faster.

>Hi,
I have an 8 month old boy poo as well. He too loved to bite on
people, particularly hands. I tried the bitter apple, but he seemed
to like the taste. So I tried the method of holding the tongue down
and saying NO BITE! It took a while of reputations, but he got the
message and now only makes the motion of biting on the hands when
playing, but doesn't bite down. As far as the paper issue, Rocco
LOVES paper as well. Which by the way came in handy when he located
a 5 dollar bill on one of our morning walks (good for a breakfast
biscuit and coffee, haha). Seriously, I had to make a big deal out
of dropping the paper and other objects from mouth. Maybe others
won't agree, but I had to be forceful and open his jaws and if he
growled I would flip him on his back and pin him down, a show of
dominance from me. Flipping him over and holding him to his back
(not hurting him though) shows him you are alpha dog, not him. (it
is actually a move the Dog Whisper uses as well, but I had read it
somewhere and my vet gave me pointers.) Now when I say DROP IT he
can't spit it out fast enough, hence how I got my 5 dollar bill in
one piece and not shredded to bits. I tell him to drop anything I
am not sure what it is and after he drops it, I praise him, if I
think he can have it I give it back to him and give my okay.
Sorry it is so long of a reply....I hope it helps.
