I have mis-spoken. Identity Services is Leopard only.

From the Identity Services programming guide (http://developer.apple.com/documentation/Networking/Conceptual/IdentityServices_ProgGuide/Introduction/chapter_1_section_1.html ):

"Identity Services is a new technology in Mac OS X v10.5 that allows developers to access users and groups on a system in order to create customized access controls."

It has a few 10.5 only features, but you can probably get the gist of API level calls that will work in 10.4.
