Yes, it does if you’re persistent.  I just tried it.  Like many things in IB, 
you need to click on that divider several times, and if it doesn’t work, back 
out by clicking on an empty area in the window and start over.  Sooner or 
later, the cursor will become a vertical bar crossed by horizontal arrows 
pointing left and right, which you can drag left or right.

I thought that was weird too.  The “split fraction” is instead dependent upon 
the sizes of the panes.

Ten years ago, I think the community opinion was to eschew NSSplitView in favor 
of non-Apple alternatives such as RBSplitView, because of its bugs and 
weirdness.  Recently, I thought I’d read somewhere that NSSplitView was better 
now, and that non-Apple alternatives became not so nice to use when IB Plug-Ins 
were dropped.  But after using the new, improved NSSplitView, even in El 
Capitan, I think if I had to start over I would would do a little more research.

Any comments on the current state of NSSplitView would be welcome here.
