Under what circumstances are you logging in? You can’t log in to a test account
outside your app, because it’s not a valid Apple ID IRL.
I believe the tech note states the procedure correctly though a little
obscurely:

in these words: “…sign out of the store in the Settings application on your
device and use your sandbox test user account when prompted by Store Kit to
confirm a purchase…”. So you must log out of your regular Apple ID first, leave
yourself logged out, then run your app, try a purchase, and let the prompt to
log in come from the app’s purchase procedure. That’s how iOS knows to use the
sandbox environment.
