Both are legitimate ways of providing feedback. The online feedback
mechanism is certainly useful for reporting typos, and overall
feedback on the related doc page. You can use it for more significant
feedback, but we have no method of contacting you for further
information and clarification using this method.
If you use bugreporter, we can contact you about the issues asking for
more information about what you need, clarification of your request,
etc. You'll also be able to check the status of your bug (open, a
duplicate, when it is fixed, etc)
Big or complex issues are probably best served using
bugreporter.apple.com (in my opinion). But both will get your issue
reported.
