Why would it use this value? From the documentation: "This value is the amount used when the user clicks the scroll arrows on the vertical scroll bar without holding down a modifier key." Nothing about scroll wheels in there. Are you thinking that this sets a minimum scroll amount and that the scroll wheel should not be able to scroll less? Well that's not how it works. Scroll wheels are intended to have no minimum scroll amount. If you want one (which I don't recommend) then you'll have to subclass and implement one.
