Not for me - I see the Get Info dialog, with a non-editable Name
field. The name there is correct, and that's the name of the
executable it builds.
(Just realised I might be asking the wrong question here...)
The problem is when I try to run the app within Xcode, it complains
that it couldn't find the executable <old name>. Somehow changing the
name hasn't updated something in Xcode that tells it what to launch.
