There's Unix calls in the Kernel to do this, for instance host_statistics() with the HOST_CPU_LOAD_INFO selector. They're a little fiddly to use because everything you do in response to them can change their value again, but you might find a heuristic that works. We used them for some fun in one of our about screens, so I can't tell you whether they're suitable for what you're doing, but it looked OK.
