Well not quite. The C *API* might be non-binary-compatible if you built ICU the wrong way, and some sections of it are certainly marked as stable/unstable. But I was specifically talking about the Mac OS X C++ *ABI*, which IIRC was still in flux when this question first appeared.

Anyway, we're in danger of drifting off topic here.
