It doesn't seem to like the fact that the bundle URL is a directory, but what else would it be?!
(and yes I have a webserver, and yes the URL is correct)

Well, that may be a "correct" URL, but it is not a "file" URL, which the exception is all about.

I think you need the URL to be of the form 
"file://..."._______________________________________________
