Indeed, I see that in TextEdit if I drag text from Doc 1 to Doc 2, the + cursor in the green circle appears, whether I hold down the 'option' key or not.
It's like Quincey said ... drag and drop between documents should be always be a 'copy', not a 'move' operation.
Stated another way, if I don't let the user do it (move), then I don't have to write code to allow them to undo it. Nice solution :)
