I suspect you are correct.

Unfortunately, I cannot get rid of the title bar.

So, the question becomes how to work around this...?

Can one override the 64 pixel limit?

One workaround I will be experimenting with in a second is to get the global 
location of the cursor and the window being resized to determine what the user 
is really trying to resize the window to since I cannot trust what 
windowWillResize is telling me.
