Maybe so, but I don't think there would be any real disadvantage to doing so. I'm pretty sure that just about any API that can retrieve a filename from a directory will iterate through the whole directory anyway. So it wouldn't be any slower to roll the code himself. A C function that used readdir to get the case-preserved filename shouldn't be more than ten lines of code or so.
