If you already have the key wrapped in a cert, it’s easy. Creating X.509 certs 
is difficult, though; they’re in ASN.1, a very fiddly binary format. And 
wrapping the key in a cert can’t be done on the receiver’s side, because 
signing the cert requires the private key. So if you’re in a situation where 
you just have the raw public key, it won’t help.
