FWIW they can; they'd be pretty useless otherwise. Many of them are marked, however, for use specifically with S/MIME or similar things. So it really boils down to whether there's a special usage that must be marked (nothing in the docs about it, if there is), or whether the presence of an extended usage field with irrelevant usages defeats it.
