There is a nib, but it is the same for iPhone and iPad. There is MapViewController.xib, which has (among others) an MKMapView, which has "Allows Zooming" and "AllowsScrolling" checked.

This was an iPhone project, the only thing I changed was: Build Settings → Deployment → Targeted Device Family. Just did the usual: Clean + Clean Build Folder... in Xcode - did not help at all.
