My recollection, admittedly vague, is that a long time ago Apple decreed that third-party developers must not develop menu extras. That end of the menu bar was reserved exclusively for Apple. Of course, as we know, third-party developers kept developing menu extras anyway. But Apple apparently still does not accept them as legitimate. Personally, I am of two minds about menu extras.
