I don't know if it is a bug, or a > deliberate change, but you might file a bug report. Just tried it with a small demo project on 10.8.5 and 10.7.5: same as 10.9.0. When the matrix of Push Buttons has a ToolTip the matrix tool tip is shown. No tooltip of any Button is ever shown.
