Yes, except unless you’re doing this for fun, I wouldn’t get down to the bit level because this code, which is somewhat tedious (conversions between Carbon and Cocoa key codes come to mind), has already been written and open-sourced. Look at SRRecorderControl. Look at the forks - I remember reading there is a 2.0 or something by a different author. Also in github.com I have SSYShortcutBackend and SSYShortcutActuator which work with SRRecorderControl.
