Yep. That's expected AFAIK. Since you've told it layout must be contiguous, when laying out glyph N, all glyphs from 0 to N-1 are already laid out. Also, since background layout is disabled, it will only layout what it's asked to, which so far is only what's visible. Since only part of the text has been laid out, the text view is fitted to what's been laid out.
