The latest CVS doesn't build.
I deleted the build directory, just to make sure. Did a checkout twice to
make sure I got all the files.
I build using
build.bat -Dinclude.webapp.libs=yes -Dinclude.scratchpad.libs=yes webapp
on Win2K server and get the error
