I am of the philosophy of develop what you need when you need it. I
highly doubt we will be using all of DocBook. And even if we do, we
will have specific generators and other nifty Cocoon specific things
that make developing the more difficult aspects of rendering DocBook
much easier than trying to do it with XSLT.

I doubt it. We will only end up adding support for tags we need--the
important subset is already done. Also, things that are complex with
XSLT are easy with Generators or specific Transformers.
Also, XSL:FO would have it's own stylesheet. I have checked the output
from Norm's stylesheet. It doesn't look good. FOP has trouble with
some of the tags generated, and the text is smashed together. You will
find that it is a bit easier to start from scratch sometimes.

Well, we have a starting point with the important stuff in Avalon.
That is a low cost to get started. I found it _easier_ to develop my
own solution than to try to use Norm's
