Considering that JDK 1.4 has the WebStart technology and the Java PlugIn included, I believe those clauses are in there to protect SUN from liability should you run an applet that does bad things--and you give it permission.... I am not aware of any automatic download features beyond the those two technologies. Sun cannot control what you download, or the updates that those applications/applets will download. The JavaPlugIn (if installed directly) will download necessary parts of the JRE as needed, and update them as Sun provides updates. This is much like the WindowsUpdate approach. Clause 5 is to handle updates to the JRE (i.e. bug fixes, etc.) without having to download a 40+ MB archive.
