It could have a lot of reasons. You should provide more information. For example look in the logs of tomcat and the log of cocoon(in WEB-INF/logs) for strange exceptions. Maybe there is a ClassNotFoundException because you forgot to include a important jar in your CLASSPATH. But thats all speculation, more information is needed.
