Have a look at the wyona-cms (www.wyona.org). There's a form editor in the project which uses an XML file for configuration of the form. There's a version of an HTML form editor, but they are also planning an XML editing version of it in the near future (based on Xopus).
As this is allready based on Cocoon, maybe technology can be shared?
