One thing to note: the location of a file is a contract and Cocoon is
now exposing its contracts to many things that are *not* easily
controllable/modifiable by us.

One example for all: books.

So, one thing is about code freezes, another thing is keeping contracts
solid.

Here, I agree that cocoon.xconf should be better located in WEB-INF
since it might expose potentially sensitive information, but for those
things, I specific vote will be needed since it might be considered a
contract by external entities.

Please, let's be more concerned about contract changes. Thanks.
