I think that expected result for href="" should be not:
  <a href="#r&eacute;el">
but:
  <a href="#r%65el">
(assuming that letter é has code 0x65 in ISO-8859-1 encoding),
because non-ASCII characters in the URI must be encoded, and
href="" attribute contains an URI according to the HTML4.0 spec.
