Assuming you are a committer to the project, you're using the wrong CVS root.
look here: http://jakarta.apache.org/site/cvsonunix.html http://jakarta.apache.org/site/cvsonwin32.html You may need to do further setup of your environment (ssh/etc) in order to access these rights.
