Assuming you are a committer to the project, you're using the wrong CVS 
root.

look here:

http://jakarta.apache.org/site/cvsonunix.html
http://jakarta.apache.org/site/cvsonwin32.html  

You may need to do further setup of your environment (ssh/etc) in order 
to access these rights.

Please practice first if you're not experienced in the CVS arts

Note CVS may pick up the old cvsroot from your working directory if you 
checkout from the pserver.
