Ok, this clarifies the situation a lot. For example, Section 2 states contributors do not transfer *copyright* to Apache, rather, a non-exclusive *license* to use, execute, prepare derivative works of, and distribute, etc. As programmers/writers/etc., they still retain their own right to use (etc.) their works. Seems to me, the same should apply for non-committers who contribute patches, whether code or docs...
