Here's MY understanding...
Step #1: Have a formal [VOTE] in the dev mailing list.
Step #2: Send a brief message to (root AT apache.org) and (pmc AT xml.apache.org) with
the
following particulars.
- Name and email address of the committer
- Preferred user id (check existing id's first to prevent a clash)
- Project for which commit privileges needs to be added.
- Link to email archive for proof of votes.
- Count of VOTE's with categories (how many +1,-1,+0,-0 etc)
- Any other relevant information.
Step #3: People who monitor the root mailing list will verify the information and
contact the
individuals with information on how to "get-into" the system.
