What you proposed to do is not for the faint of the heart, and IMHO won't
get non-programmers to program anyway.

Please share with us all the cases in which something seems to be too clumsy
to do without sitemap generation, so we can understand better what might be
needed.

For example, the first thing that comes to mind for the above Actions, is to
write an AntAction, since Ant already has loads of tasks that do that stuff.
